HAZOP Revalidation for Dinh Co Gas Processing Plant (07/2025)

KOTO Engineering Company Limited is proud to have successfully conducted a HAZOP revalidation study for the Dinh Co Gas Processing Plant, one of Vietnam’s most critical gas processing facilities. This project, delivered for PVGAS Vung Tau, demonstrates KOTO’s strong capability in supporting the safe operation and continuous improvement of mature, brownfield assets.

Commissioned in 1998, the Dinh Co Gas Processing Plant has undergone multiple modification and debottlenecking projects over the years, increasing its processing capacity from 4.3 MMSCMD to 7.0 MMSCMD. While these upgrades have significantly enhanced production performance, they also introduce complexity in process interactions, control systems, and operational risks. As such, a comprehensive HAZOP revalidation was essential to ensure that all existing hazards, modifications, and safeguards remain effective and aligned with current operating conditions.

KOTO’s experienced facilitators led a structured and systematic HAZOP revalidation process, engaging multidisciplinary teams from operations, process engineering, maintenance, and HSE. The study involved a detailed review of updated P&IDs, operating philosophies, and modification histories, ensuring that all process deviations, potential hazards, and operability issues were thoroughly assessed.

Particular attention was given to identifying risks associated with capacity expansion, system integration, and legacy design assumptions, as well as verifying the adequacy of existing safeguards and control measures. The workshops were conducted in a collaborative environment, enabling open discussion, knowledge sharing, and alignment among stakeholders.

The outcome of the study included a comprehensive set of actionable recommendations aimed at enhancing process safety, improving operability, and strengthening risk control measures across the facility. In addition, the revalidation provided an updated and auditable record of process safety status, supporting regulatory compliance and future modification planning.

This project highlights KOTO Engineering’s expertise in delivering high-quality HAZOP studies for complex brownfield facilities, where understanding historical changes and operational realities is critical. By combining technical depth with effective facilitation, KOTO continues to support clients in maintaining safe, reliable, and efficient operations.

KOTO remains committed to partnering with industry leaders like PVGAS to deliver robust process safety solutions that meet the evolving demands of modern energy infrastructure.
